Which has actually happened on several occaisions.  My favorite 
"accident" of this nature wasn't even during a war, it was between wars. 
I can't remember the name of the would-be invader, but the city was 
Vienna, Austria ... famous for it's Bock beer ... and pre-war events had 
a bunch of unemployed mercenaries going to Vienna to enjoy the seasonal 
tapping of beer while looking for work.  In comes invader from parts 
unknown, tries to take Vienna only to find it's currently populated by a 
massive influx of well-trained warriors.
